The Windows 2000 server, by default, allows 63 concorrent data connections in Telnet. You can increase or decrease the value by going to the Registry and looking for this string:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\TelnetServer\1.0
Right-click on 'MaxConnections' and select 'Modify'. Change the value to a number between 1 and 63.
